Overview of Public Service Commission Kenya (PSCK)
The Civil Service Commission was founded by the British Colonial Government in 1954 as a result of the 1948 Holmes Commission Report, and it served as the Governor’s appointment advisory body.
It was given constitutional protection at independence in 1963 and given the name Public Service Commission; the Independence Constitution had regional PSCs, but they were eliminated in 1964 as a result of constitutional revisions; it is the oldest Constitutional Commission, and its authority has grown over time.
The President then named a chairman, a vice chairman, and fifteen members to the Commission. Since then, the Commission has dealt with issues relating to the administration of human resources in the public sector, particularly the civil service and local authorities.
The Commission was reorganized under the 2010 Constitution of Kenya, which was enacted on August 27th and gave it a new, expanded mandate and a smaller membership.
